Ohio is laying a sensible foundation for adopting value-added measures, with the intention to use the measure for holding teacher preparation programs accountable for their graduates. Interestingly enough, the state legislature has passed a bill requiring that the Buckeye State's teacher preparation programs actually teach their teacher candidates about "value-added" analysis. It is unfortunate that it takes a legislative move to get teacher prep programs to teach basic things about assessment but that's the real world of teacher prep, where testing is frequently held in open contempt.
