The Chicago public schools under the leadership of CEO Arne Duncan has proposed a plan that would require principal candidates to pass a written exam and an oral interview, produce an acceptable writing sample, and demonstrate instructional and managerial leadership experience. Successful candidates would go on a list of potential principals from which local school councils could choose one to interview. Julie Woestehoff of Parents United for Responsible Education called the plan "demeaning, low-level and arbitrary." CEO Duncan disagreed, claiming the measure was needed to ensure that "the best and brightest" will replace the large number of Chicago principals expected to retire in the next few years.
