While other states seem to be doing everything they can to skirt the intent of the teacher quality provisions of NCLB, New Jersey's State Board of Education is sending some positive signals. Recently, the Board voted to raise the cutoff scores on their licensure exams. Such increases, combined with additional increases planned for 2006-2007, will eventually make the cutoff scores in New Jersey among the most demanding in the country. The Board also moved to establish qualifying tests to certify principals and superintendents and called for the creation of new tests for middle school teachers.
