Counting the numbers of unqualified teachers in New Jersey been slow work since the Garden State missed the federal reporting deadline. Earlier in the year, the state's Department of Education has estimated that it would be less than 20%. Thus far, results from high poverty Title I schools have ranged from 30% unqualified teachers in Newark to about 8% in Manville. Especially troublesome to administrators profiled in New Jersey are the content knowledge requirements that must be met by certain teachers middle school, special education, and bilingual education. Teachers for special education and bilingual education are hard to find in the best of times but new requirements are causing pressure for administrators.
