In a recent edition of the Teacher Quality Bulletin, we reported on Ohio's plans to use students' test scores to assess how well education programs are preparing teachers. Key in this plan is William Sanders' value-added methodology, which tracks standardized test results to help accurately measure the effectiveness of teachers. A new member on the value-added bandwagon is Pennsylvania, which has piloted a value- added plan in 30 districts and will require all 501 districts to join beginning in 2005-06. The Pennsylvania Education Association's reacted to the plan by urging the state to make sure the new evaluation tool will not have any impact on teacher pay.
