Week after week we report with regret that states and districts are having trouble honoring the obligations of their bonus pay systems because of state budget woes. This week there are troubling signs for North Carolina's bonus program but it isn't due to legislators having to rescind their promise&it's that more than the expected number of North Carolina teachers did a great job raising test scores. 94% of NC's teachers have made enough progress to qualify for a collective sum of $140 million in bonus pay but the legislature only set aside $96 million. There's no decision yet about what to do.
